The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is allocated on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity afforded by timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new approach from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, endure.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unrealistic to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its benefit in the near future.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are coming into play: political desires to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
